In response, planners began promoting transit-oriented development, commonly abbreviated as TOD, which concentrates housing, offices, and retail establishments within walking distance of public transit stations. The underlying premise is that compact, mixed-use neighborhoods can reduce automobile dependence while fostering more vibrant and equitable communities.

Rather than treating roads and zoning as separate policy domains, TOD requires coordinated decision-making among transit agencies, municipal governments, and private developers. Successful projects typically include higher building densities near station platforms, pedestrian-friendly streetscapes, and restrictions on surface parking lots that would otherwise encourage driving. Portland, Oregon, is frequently cited as a model because its light-rail system was accompanied by zoning changes that encouraged dense, mixed-use construction along rail corridors.

Additionally, walkable neighborhoods with diverse housing types can improve social inclusion by providing affordable options for residents who cannot or choose not to own automobiles. Some studies have also linked TOD with increased property values and higher transit ridership, creating a positive feedback loop that sustains both public investment and private development.

[4]Critics, however, caution that transit-oriented development can trigger gentrification. As neighborhoods near new transit stations become more desirable, rising rents may displace the lower-income residents the policy was intended to serve. Without deliberate affordability safeguards—such as inclusionary zoning or community land trusts—the economic benefits of TOD may accrue primarily to property owners and developers rather than to the broader public.
